Shiny Happy People
So I'm a dork. I guess I had the skybox set fully shiny, but never had shininess enabled in my prefs. Ooops.
The part on the left is the shiny one. Weird, huh?
It looked even weirder from outside, but I didn't get a pic.

Guess it seems obvious in hindsight. I suppose that's why I never see a difference when I change those options on my prims - I have extra features turned off as well. Funny.
Is that a Building Shelter notecard I see minimized? ;)
